Additional resources for the culture sector elaborated
The Dutch government has made an additional support package of €300 million available for the cultural sector. In a letter to Parliament, Minister Van Engelshoven announced how these additional support measures are to be worked out. The Mondriaan Fund is very pleased that the Minister has made €11.8 million available to the six National Culture Funds for the support of individual makers. Of this amount, an amount of almost €2 million will be allocated to the Mondriaan Fund, through which artists and intermediaries can receive extra support. It is also good news that money will be made available for presentation institutions through the Mondriaan Fund and that €16 million will be made available to regional museums.

Over €4 million extra for artists, intermediaries, galleries, small museums and artist initiatives through the Mondriaan Fund
In addition to the existing support measures, the Mondriaan Fund offers additional support to makers and small institutions. The project subsidy scheme for artists and intermediaries will be adapted to provide space for individual makers who have had to change their plans or practices due to the corona crisis. €1.6 million have an been made available for this purpose. There will be an increased budget for artist initiatives, totalling €100,000. Gallery presentations of work by contemporary artists will be supported with €850,000 in the form of contribution to stand rentals at Dutch art fairs with international appeal. In addition, €1.8 million has been reserved for small museums. For this group, the Mondriaan Fund will provide a scheme consistent with the possibilities for regional museums of national interest to the OCW, the Ministry of Education, Culture and Science. In addition to these extra measures, the Mondriaan Fund has temporarily increased the budget for the Stipendium for Established Artists in order to meet the increased demand at the moment. With these extra measures, the Mondriaan Fund hopes – within our limited possibilities – to offer a helping hand to individual creators and smaller institutions in these difficult times.

Leniency
The Ministry of Culture has given the six Dutch National Culture Funds, including the Mondriaan Fund, permission to be lenient in terms of performance requirements. This means that as an applicant, you need not worry if your project is cancelled because of the coronavirus. You can still count on the funding that has been promised. We do then assume that all the parties included in the budget for the project (e.g., artists, freelancers, authors, etc.) will be paid, even if their contributions cannot be delivered.

Moreover, we wish to allocate this money as quickly as possible. In other words, projects should not be postponed, but brought to completion and paid for. Please then feel free to apply for a new activity for the post-corona period.

In addition, applicants will be given room to respond to the changes concerning the implementation, development, realization and presentation of the projects. In that respect we will also look at the relaxation of grant terms and initial payments. For accepted projects up to 25,000 euros, the full sum will be paid. For accepted projects higher than 25,000 euros, the initial payment will be increased to 95 percent.

Current applications
As for the applications that have yet to be presented to one of the committees, the possible influence of the coronavirus on the feasibility of the project will not be included in the assessment of the committee. In case of a positive assessment by the committee, the applicant will be contacted about the further practical implementation.

New applications
We can imagine that applicants may wonder whether at this point it makes sense to submit an application. Our answer to that is: yes, it certainly makes sense to submit an application.

What should you do if corona jeopardizes your project?

  • If there is any doubt whether something will continue or not, you don’t need to contact us. In any case, rest assured that if we have expressed our commitment, we will continue our support.
  • If your event or project has definitively been cancelled, mail your contact person.

I received an automatically generated message about final accountability. What should I do?

  • In case your project has been finalised and, due to the current situation, you need more time to submit a final report, you should contact your contact person through email.
  • If your project has not been finalised according to plan because of corona, you can account for that with an announcement in your report. If you pay every party included in the budget, we can then proceed to the finalisation. When in doubt, you can email your contact person.

Adjusted deadlines for rounds of applications
The Mondriaan Fund would like for as many projects and schemes as possible to go ahead as scheduled. But some projects don’t work anymore in times of corona, for other projects now is not the right time, and in other cases we want to offer the applicants just a little more time.

Processing period of applications
We are trying to carry out the activities as normally as possible. Nevertheless, in some cases, due to the current circumstances, the processing period of applications may take longer than 3 months. We kindly ask for your understanding.

Committee meetings
Meetings of assessment committees will in principle continue as planned, but will be held remotely through conference calls.
